NWSD Group Membership

In July 2007, the Regional Strategy Team endorsed the appointment of 9 members on the basis of both their regional standing and specific expertise. It was also agreed that individuals would be co-opted so that private sector, local authority and science engagement was assured. The four ex-officio appointments (4NW, NWDA, GONW and the Environment Agency/Natural England) are subject to nomination by their respective agencies. 4NW, NWDA, GONW and EA have agreed to provide the secretariat for this Group.

Group Members

Anne SelbyAnne Selby (Chair)

Anne is the Chief Executive of the Wildlife Trust for Lancashire, Manchester and Merseyside. Dedicated to protecting the the natural heritage of the Northwest the trust manages around 4,000 acres of land for its wildlife value, campaigns for wildlife protection and works to reconnect people in towns and cities with nature.

Anne serves on a number of other regional bodies, including the NWDA Environment sub group, 4NW Executive Board, and the regional Environmental Protection and Advisory Committee.

Hilary BurrageHilary Burrage (Vice Chair)

Hilary is a consultant in strategic policy, writer and speaker. She is currently involved nationally in the areas of sustainability, regeneration and the knowledge economy. Hilary is also a non-executive director at the British Urban Regeneration Association (BURA) and a member of the Science Advisory Council at the Department for the Environment, Food and Rural Affairs (Defra).

Tony DeanTony Dean

Tony is the Morth West Regional Director for the Environment Agency. Before this, Tony held the same position in the EA's Midland region.

Tony's career has included time as a board member of Cleanaway Ltd. and founder of an international consultancy for the hazardous waste sector.

David Higham

David is Deputy Regional Director responsible for Economy, Environment and Regional Issues at the Government Office for the North West.  Prior to joining GONW David worked for DTI in a variety of roles.  David began his career as a university lecturer and was also Head of Economic Policy at the CBI.

 

Colin HughesColin Hughes

Colin is Professor of Applied Geoscience in the School of Earth Atmospheric and Environmental Sciences, University of Manchester. His academic research interests include the environmental impact of mines and wellbores, nuclear and industrial waste management, contaminated land and river catchment science.

Colin worked internationally in petroleum exploration and production before moving into higher education. He is currently the director of The Environment at Manchester (TEAM), a cross-faculty network covering environmental and sustainable development themes. He also sits on the University's Sustainable Development Steering Group.

Ian MacArthurIan MacArthur

Ian is the Regional Director for Groundwork Northwest which consists of 8 Trusts employing over 500 staff, delivering community based projects and programmes. Groundwork aims to change places and change lives.

Ian has worked as an Environmental Health Officer, a senior officer on health and safety and as Assistant Secretary in the Chartered Institute of Environmental Health. Before joining Groundwork Ian was the Chief Executive of the UK Public Health Association.

Chris MahonChris Mahon

Chris was appointed Coordinator for the NWSDG at the beginning of 2009. Chris manages his consultancy business Chris Mahon Environment (CME) from his home office in Willaston, near Nantwich in Cheshire. A graduate in Environmental Science and Environmental Assessment, he has had an extensive professional career in the north west, starting in local authority planning before moving to the third sector to lead an environmental charity for 13 years and has been active in developing many partnerships and networks. He is the Chair of the UK National Committee of the International Union for the Conservation of Nature (IUCN), keeps chickens and grows vegetables.

Alan Manning Alan Manning

Alan Manning is the TUC North West Regional Secretary. The Northwest TUC council is composed of delegates from 50 individual trades unions, representing 900,000 affiliated members.

Alan represents the TUC on a number of bodies including the Regional Skills Partnership, European Programme Bodies and the European Social Fund Committee. He is also a member of the Executive Board of 4NW.

Stewart McLanaghanStuart McLanaghan

Stuart works as an independent environmental consultant and has over 20 years experience spanning the environmental services and engineering sectors. Stuart's consultancy has recently involved a review of new and emerging waste technologiesfor the Cabinet Office.

Stuart has extensive experience in the environmental sector including as the Director of Policy in the Environmental Services Association and a research associate in the Centre for Environmental Technology, Imperial College.

Neil ScalesNeil Scales

Neil is Chief Executive and Director General of Merseytravel. Prior to joining the Merseyside Passenger Transport Executive, Neil was an independent transport and engineering consultant working for organisations including the World Bank, European Commission and as an expert witness for a number of clients in the UK. Prior to that Neil was the Managing Director of Northern Counties Motor and Engineering Company Ltd and also the Director of Engineering for GM Buses Ltd.

Neil is a member of the Commission for Integrated Transport, advising the government on transport policy. He is also the Chairman of ITSO (the Integrated Transport Smartcard Organisation), Chair of the National Travelwise Association and Chair of PTEG.

Secretariat

Steve barwickSteve Barwick

Steve Barwick is the Director of Strategy at 4NW, responsible for scrutiny of the NWDA and European policy development as well as all sustainability issues. His Directorate provides 4NW's input into the joint secretariat for the North West Equality and Diversity Group and the Regional  European Partnership group as well as the North West Sustainable Development Group. 4NW is making an invaluable contribution on key issues such as waste, renewable energy and carbon reduction strategies as well as supporting the NW SD group and the wider Sustainable Development agenda.

Previously a public affairs consultant advising public, private and third sector clients in influencing political processes and policy outputs, Steve is experienced in progressing issues so that they reach productive conclusions. 

Ian BroadIan Broad

Ian is Sustainable Development Manager for the Environment Agency`s North West Region. He has over 28 years of experience with the EA and its predecessors. His role focuses on achieving early strategic level engagement to support and influence those planning and designing developments in order to secure sustainable outcomes. Ian lives in Middlewich with his wife and daughter.
